A Meeting of Ministers is the first part of The Head of the Snake.

Rewards[edit]
Walkthrough[edit]
Speak to any 3 of the 8 guests with dialogue. After the third one, an explosion will be triggered by the asura gate and the golem will start to malfunction.
The gate attendant will ask the player character to fix it while he logs travellers manually. The golem gains a defiance bar and alternates between three effects. Using the correct skill to counter the current effect damages its defiance bar slightly and when the bar is depleted the golem is fixed. If the player uses the wrong skill three times the gate attendant will fix the golem himself, which is the quickest way to proceed as failing only means you don't earn the achievement.

After a conversation with Taimi, the special action key will pop up so that you can find 3 bugs hidden throughout the garden. The tooltip for the skill explains how it works, but the redder the bar and the more times it blinks, the closer you are to the area. The bugs are always in the same location and a star will appear as you get close. Checking the area triggers a fight with an air elemental. After finding all three bugs, return to Jennah and wait until she reaches the Ministry Hall.
After the attack, kill all the aggressive ministers in the hall, plus the jade construct. You will then need to set up two protection walls on the ramps up, achieved by killing the Ministry mesmer porting in White Mantle members. Note that the mesmers need to be killed twice since they will just shatter as an illusion the first time (and that conditions carry over from the first to the second, making them much easier to kill on a condition damage-based build). After the two side protections are up, head to the throne room. Wait for Estelle to finish talking, then kill her.

- <Character name>: I don't suppose Rytlock or Caithe had any say in that?
- Taimi: No... I don't... I don't want to lose him to Jormag. And if we're right about its weakness, he won't stand a chance.

- Caudecus and I only ever met in an official capacity. Aside from spotting him at the occasional party, we rarely interacted.
- I see. Do you have any reasons to suspect anyone has sympathies for him?
- I don't mean to spread gossip, but there were rumors that Minister Arton was colluding with the White Mantle prior to Caudecus's defection. As I understand it, he and the legate are close friends.

- Ah, well, I suppose a bad reputation can be difficult to overcome. That may be unfair of me, but I have a hard time trusting anyone during times like these.
