The Champion Tarnished Sage is found at the beginning of the trial rooms beneath Tarir, the Forgotten City, opposite the Tarnished Traitor. To reach him, hop down into the hole by the Forgotten City Waypoint.

After this challenge has been completed for the first time, it can then be activated and completed daily for map currency, experience and additional rewards.
