Forging the Pact is part of the personal story for all characters. In this mission, you meet Trahearne at Concordia to determine the Pact's next step.

You meet Trahearne at Concordia to discuss the Pact's next move. After a bit of conversation between the Orders representatives and some artisans Trahearne has hired, a Priory scholar rushes into the camp and collapses. Apparently the Risen attacked a nearby dig site, and he was sent ahead to get help. Trahearne decides this is a perfect chance to show his leadership and earn the trust of the Orders. After warning Vigil Tactician Art about the attack, you head off to the dig site with Trahearne, Agent Zrii, and a Crusader Arafen.

When you reach the dig, Agent Zrii goes stealth to perform reconnaisance. Search the areas indicated by the green circles on the map, fighting Risen along the way. As usual, be careful of Risen Plague Carriers and Risen Abominations; you might not spot them behind buildings and such. You can never kill all of the Risen, as more will spawn out of thin air, so avoid unnecessary fights. Eventually you will come upon a team of Asura researchers that are still alive, but under attack by Risen. Agent Zrii reappears at this point and stays present for the rest of the mission. After rescuing them, you'll need to hold out against a few more waves of Risen that approach up the hill. This acts as a natural funnel, forcing enemies through a narrow corridor, so skills like Traps work great for this part. After the last wave is defeated, the head of the research team mentions that there may be others still alive inside the nearby caves. Trahearne insists that they must be rescued, and the researchers decide to stay and help in the search.

Some players report that if Zrii is dead before Trahearne's dialog starts, she won't exist after the dialog, making it impossible to continue any further.

The cave entrance is down the hill and to the right, obscured by some plants. It is barricaded by some crates that Agent Zrii blows up with explosives. Stand still at this point and wait for the NPCs to walk into the cave; some dialogue will trigger and Risen will spawn to block your path. (If you run in ahead of the NPCs, there are already some Risen present, but you'll have to fight them in addition to the new spawns.) Follow the quest marker through the caves; your NPC allies can get hung up on random Risen that might spawn to the side or behind you, so you may need to backtrack and help them out. Eventually you will find the rest of the researchers, who are under attack by Risen. Save them and a cutscene will play, discussing the artifact that the researchers were after. Now that all the survivors have been found, you just need to get out of the ruins. One of the researchers recommends taking the southern exit since it's probably faster and safer.

Some players report that if Trahearne dies before your party reaches the "Escort the researchers to the southern exit with Trahearne" step, Trahearne stops moving and the quest cannot be finished. Similarly, at or after this step, the researchers might stop following you, also making the quest uncompletable.

When you get to the southern exit, a bone wall sprouts out of the ground and bars the way out. Trahearne suspects that this is a trap, and decides to summon several Necromancer minions to aid in the escape. Talk to him when you are ready for him to summon, but be warned that as soon as he is done, a large group of Risen spawn behind you and start attacking immediately. Once they are defeated, you will have to fight your way back to the original cave entrance. As before, allies might get hung up on random spawning Risen that aren't even in the way, so go back to rescue them if necessary.

After finally reaching the exit, you're not done yet: there is a final boss battle against a Champion Wraith and several Veteran Risen Abominations. Fortunately, you have lots of NPC allies to help distribute the damage, and these Abominations don't seem to hit as hard as they usually do. After the Abominations are down, try to revive any allies that were defeated. The Wraith has a huge amount of health, but is more annoying than dangerous. He will create several red AoE circles on the ground, and one of them will turn into a long-lasting Static Field. It's helpful to use ranged attacks at this part, since the Wraith might sit inside a field or cast it around you. He also teleports around and shoots lightning for low damage, which you can basically ignore. The fight is long and tedious, since you/NPCs will spend a lot of it Stunned, but eventually the Wraith will go down and the mission ends.

Some players report that if: 1) you complete this mission in a party, 2) you are not the person that activated the mission (ie - the person shown in the cutscenes), 3) the party leader chose a different fear than you in A Light in the Darkness, and 4) you accept the mission reward when given the option, then your chosen fear path will be changed and your next story mission will be for the fear they chose, and not the fear you chose.

It's time to begin the Pact's unified effort against Zhaitan. Our future headquarter is already under construction, but I need your input on another important matter: I have called the representatives from all three orders in to present my initial proposals on the Pact's command structure, logistics, combat strategies, and other vital issues. I need you there. Please join me in Concordia as soon as you can.


Approaching the camp:

Historian Yowan: Are you Trahearne's new right hand? He said you'd be coming. He's up the watchtower.
When a member of the Durmand Priory:
Wynnet Fairhaired: Glad to see you after that mess at Claw Island. Sieran was...unique. She will be missed.
Wynnet Fairhaired: Trahearne's up in his tower. Convince him to get this meeting started. I'm quite busy.
When a member of the Order of Whispers:
Doern Velazquez: Hello. Again, nice work at Claw Island. And as I said before, my condolences on Tybalt.

Trahearne: I'm glad to see you. I need to convince the orders of Tyria that the path I've chosen is the right one. Your support could make the difference.

Trahearne: Thank you all for coming. We're here because Claw Island proved the value of cooperation. Our Pact has already achieved remarkable results.
Trahearne: As the Pact's leader, I am adopting the rank of Marshal. I'd also like to present my second-in-command, one of our heroes of Claw Island, who will bear the rank of Commander.
Trahearne: To defeat Zhaitan and cleanse Orr, the Pact needs to go on the offensive. For that, we need a headquarters. I suggest the abandoned fortress on Terzetto Bay.
Warmaster Efut: I know the place: formidable, easily defensible, and right on Zhaitan's doorstep. A solid decision, Marshal Trahearne. The Vigil is with you.
Wynnet Fairhaired: It is a wise choice. The Priory will also follow you to the Pact's new headquarters, and on into Orr.
Doern Velazquez: No argument here, Marshal. It's a smart call. Count the Order of Whispers in as well.
Trahearne: Excellent. I'll begin preparing our new headquarters at the Terzetto site, which I have code-named Fort Trinity. I look forward to seeing you all there.

After the cinematic:

Trahearne: A moment please, Commander. I'd like to speak with you.

Trahearne: I have the orders' pledge, but I don't believe I have their confidence. Please, talk to Doern, Efut, and Wynnet. Help me define their concerns about me and the Pact so I can assuage them.

Izu Steelshrike: Your envoy already approached me with a similar offer, Marshal. I've decided to accept. Otherwise, I wouldn't be here.
Beigarth: Ha! There is only one "finest" smith in Tyria, and you're looking at him. I stand ready to prove it.
Trahearne: Excellent. I have a list of potential projects. My quartermasters will make sure you have the tools and raw materials you need. Please begin at once.

After the cinematis:

<Party leader>: Noted. Our objective is to locate a missing Priory team. Trahearne, this is your mission. How do you want us to handle it?
Trahearne: By playing to our respective strengths. Zrii goes in to conduct stealth reconnaissance while the rest of us takes the main path through the ruins.

Krewe Leader Dobbs: What about our second team? They went ahead to secure a recent discovery right before the undead tide came in. They might still be alive.
Agent Zrii: I can confirm that. There are tracks leading into the caves. It's a defensible position, so the second team could be dug in there.
Trahearne: Then we're not leaving until we're sure, one way or the other. Spread out and protect the researchers. We're going on.

After the cinematis:

Krewe Researcher Inja: I hope we find the second team soon. I've known some of those scholars since I joined the Priory.

Talking to Trahearne:

Trahearne: The second team can't be far. We must keep moving.

Krewe Researcher Inja: Oh for the love of - creatures on this side of the barricade, too?
Krewe Apprentice Pekk: This way. The dig should be right around this corner.

At the second team:

Kekt: Hey, over here! Help!
Kekt: Whew! Your timing is impeccable.

Kekt: Thank the Alchemy you're here. I'd would be happy just to be rescued, but to be rescued by Trahearne? That's an VIP, with emphasis on the "V" and the "I."

Trahearne: Stand by to withdraw. I'll lead the way, and the commander here will protect our escape.
Trahearne: Stay together and stay close. Getting everybody out intact won't be easy.
Trahearne: Where did that come from? This was supposed to be our way out.
Agent Zrii: The Orrians funneled us here. They've showed disturbingly advanced tactics ever since we arrived.
Trahearne: Commander, to me. I need your opinion.

Talking to Trahearne (cinematic):

Agent Zrii: Another dead end. Militarily, I'd say we're being funneled into a trap.
Crusader Afanen: I've seen the Orrians swarm and I've seen them lurk, but I've never seen them set traps. Are they capable of tactical thinking?
Trahearne: Oh, yes. I've seen them do exquisitely horrible things. If the Priory team found the artifact I suspect they found, it all makes sense.
Krewe Leader Dobbs: They were looking for a dwarven tome. Why would Zhaitan care so much about an ancient book of lore?
Trahearne: I believe it contains information about the last time the dragons rose. Its very existence proves they can be beaten back. Our enemy wants to keep that information from us.
Agent Zrii: How does the dragon even knows about it? Zhaitan doesn't strike me as as much of a reader.
Trahearne: Zhaitan knows everything its minions know. One of its corrupted servants, while alive or after death, must have seen the tome.
Trahearne: Commander, to me. I believe I can get us out of this situation, but I'll need you to protect me while I do it.

After the cinematic:

Trahearne: We're trapped. But I can summon reinforcements we need to fight our way out.
Trahearne: This will require no small effort, but it is well within my power.
Trahearne: Stand by. I need a moment to gather my strength.

During the fight with Dzhudin Stormbreak:

Dzhudin Stormbreak: Ha! Welcome sylvari. Lured you here, trapped you you die here.
Dzhudin Stormbreak: The elementals bow before me...and I bow before Zhaitan. He wills your death. He shall have it.
Trahearne: I was born to undo your master's work. If I must kill you to achieve that, so be it.
Dzhudin Stormbreak: The dragon commands, and we answer. All will serve Zhaitan!
Dzhudin Stormbreak: You cannot win. Surrender and accept Zhaitan!
Dzhudin Stormbreak: Enough! You will die, then rise, and I will see you destroy your own allies!
Dzhudin Stormbreak: I am of the dragon. I command the elements. I will not fall!

After defeating Dzhudin Stormbreak (cinematic):

Scholar Inkblood: Well done, Marshal Trahearne. That Orrian ugly looked nigh unstoppable, but you did it.
Trahearne: The Pact did it. Our combined efforts made this happen. Just as we'll defeat Zhaitan together.
Trahearne: Hopefully, our chances of doing just that have been improved with the information contained inside the dwarven tome.
Kekt: We can help you there. I'm fluent in ancient dwarf. get us out of here and I'll work on that tome until it's completely translated.
Trahearne: Done. Zrii, please escort the research teams back to Concordia. Commander you're with me.

After the cinematic:

Trahearne: Victory. The first of many, with allies like you beside me.

Talking to Trahearne:

Trahearne: Well done, Commander, but this is the first step in a long, perilous journey. From here on, things will get more difficult.

At Trahearne's request, I joined him in Concordia to discuss preparing the Pact's campaign into Orr to confront Zhaitan.

I met with Trahearne and some high-ranking members of the orders of Tyria. We confirmed Trahearne as the leader of the Pact, with the rank of marshal. We also agreed that I would be Trahearne's second in command with the rank of commander. We put the finest smiths in Tyria to work making weapons and armor for the Pact, and Trahearne led a rescue mission that not only saved the lives of stranded Pact soldiers, but also netted us a valuable dwarven tome of ancient knowledge. The Pact's campaign plans are broad and complicated, so Trahearne asked me to make sure a key element of that campaign is ready for the rigors of war.
