The Black Citadel Emissary was a charr in The Crown Pavilion that offered rewards and asks you to support the Black Citadel during the Queen's Jubilee. If you agreed to support, she would give you the Champion of the Legions effect, which allows you to complete the Champion of the Legions achievement for the Queen Jennah's Jubilee achievement category.
