This content was introduced in Festival of the Four Winds 2018 and is subsequently only available during the Festival of the Four Winds.

Justiciar Hablion was one of the most dangerous and driven of humanity's foes. Countess Anise has used mesmer magic to enchant a watchknight to look like him, to fight in Queen Jennah's gladiatorial arena. He and his White Mantle segment replaced Shurakk the Savage and ogres in the arena.

Upon defeat before the bronze tier is reached, grants all remaining bosses the Spectral Displacement effect.

Roar of Applause — Breaking the enemy's defiance bar stuns it and inspires adventurers fighting the other bosses! Occurs when defiance is broken.
Protector's Defense (upon reaching 50% health for the first time) ^{[verification requested]}
Gains the following effects when the respective boss is defeated:
- Bombs Away - Wiggin has passed on his Bombs Away skill to the other pavilion champions.
- Explosive Powder Keg - Boom-Boom Baines has passed on her Explosive Powder Keg to the other pavilion champions.
- Fiery Tornado - Sparcus has passed on his Fiery Tornado skill to the other pavilion champions.
- Firewave - Pyroxis has passed on its Firewave skill to the other pavilion champions.
- Trample - Kuraii has passed on his Trample skill to the other pavilion champions.

Cleave - Attacks enemies in front.
Dismember - Jumps to a target and strikes them with his sword. Applies ₅ Bleeding, ₈ Vulnerability and Weakness.
Executioner's Strike - Launches enemies in front of him.
Justiciar's Flame - Creates a large field of fire under a target player that applies Burning to enemies within.
Justiciar's Will - If the defiance bar isn't broken in time, Hablion uses this attack to pull several players into melee range. Deals light damage.
- Cyclone Axe - After using Justiciar's Will, Hablion uses an attack similar to Whirling Axe. Reflects Projectiles.
Spectral Displacement - Hablion summons several blue wells that do light damage and teleport players high above the arena.

Justiciar Hablion wears the full Phalanx armor and wields a White Mantle Gladius in his main-hand and a White Mantle Bulwark in his off-hand.
A small remnant ogre camp can be found in a corner behind Hablion's dome, at approximately 6 o'clock on the circular map.
