Getting there[edit]
Head south from the 
Skimmer Ranch Waypoint — . To reach the raised plateau you will either need a Skimmer with the Ride The Wind mastery unlocked, or a raptor if you have the Canyon Jumping mastery unlocked to jump from the neighbouring plateau to the west.
You may also use a springer from the northwestern corner of the plateau to the west, and if you have Gliding 3 Lean Techniques you can glide from one part of that plateau and just make it.
You may also glide from the highest accessible point on the building next to the vista northwest of this point. If you glide from the vista, you'll run out of glide a little short. You'll need a springer to get to that vista (no masteries needed, though you'll need to maneuver for each leap. You'll need a skimmer to get onto the island (if you skim from the closest point on Bahdaj Vigil island, you can just make it without any masteries on the skimmer)).
