The Consul's Tomb is the final resting place of Consular Frodak Steelstar, which is found within the Dwarven Catacombs.

The Consul's Tomb lies within the Purple room of the Dwarven Catacombs; see the above link for a walkthrough. This room is also accessible during the story mission Dragonsblood.
