Events: Cull the Risen hylek (76); [Group Event] Defeat the undead hylek petmaster and his pet (76); [Group Event] Defeat the Risen forces before they construct fortifications around the Seal of Union (78); [Group Event] Defend the Seal of Union from corruption (78); [Group Event] Destroy the Risen fortifications to capture the Seal of Union (78)

Quaggan (Appear after completion of Defeat the undead hylek petmaster and his pet)

Drippadurp: Quaggans are halfway there. Rest here for a while.

Blarub: And pray for quaggans' safe arrival.

Drippadurp: Don't bother. There's no one there to listen.

Seal of Union is on the upper level of the area. It can only be reached by going through Cathedral of Eternal Radiance.
