What do you mean by "cause chaos"?

Anything that could cause trouble: turning off monitors, shutting off lights and holograms, stealing food and booze... It all helps.

Is there anything a bit more...involved?

Jade Brotherhood doesn't like people messing with their stuff. See what you can get your hands on, and what you can do with it. Poison food and water, burn plans, douse fires...things like that.

Don't rouse suspicion. Don't do shifty things when guards can see you, be careful what you're seen carrying, answer questions carefully, and never walk away with things unresolved.
