Maxen is a charr of the Olmakhan tribe stationed at the Strait of Panube. He is a scout for the Reserve Generator Site and the Western Complex.

“The Inquest's facilities are already massive. At the heart of it all is that giant cube-like structure.
Whatever's making all that noise up in this Inquest watchtower should be approached with extreme caution.
The Awakened have recently taken some Inquest areas, including this facility. Tread lightly.

By danger, I assume you mean the Inquest on this island?
- The Inquest were bad enough, but lately undead creatures have been turning up from the human kingdom on the mainland. And then there[sic] all those creatures that were driven into a frenzy by wild magic...
