They're created by the Kryptis; a way for them to launch incursions into Tyria. The Rift Hunters are tasked with tracking them down, eliminating whatever comes out of them, and sealing them up.

Not much more than what I told you. Waiting Sorrow, the wizard who created it, took many of its secrets with her, but we know it's an artifact of immense power. Use it wisely.

I'm not an expert in the arcane arts, but my understanding is that it tunes into the same astral fluctuations that denote strong emotional essence; it sniffs out the same thing that attracts Kryptis.

I know that it can tap into the same arcane energy that a lot of the wizards use to safeguard Skywatch and Amnytas. It can open doors and chests and interact with things usually reserved for wizards.
