A Meeting of Ministers is the first part of The Head of the Snake.

Objectives[edit]

Check your mail for an important message.
  • Read your mail.
Attend Queen Jennah's gathering of the Ministry in the Upper City.
  • Go to the throne room.
  • Meet with Queen Jennah.
  • Mingle with the meeting attendees.
  • Investigate the commotion.
  • Talk to the gate attendant.
  • Fix the golem.
  • Call Taimi.
  • Use the communicator to triangulate suspicious signals.: x/3
  • Optional: Question the remaining attendees: x/5
  • Show Queen Jennah the evidence.
  • Meet Queen Jennah in the Chamber of Ministers.

Rewards[edit]

Walkthrough[edit]

Speak to any 3 of the 8 guests with dialogue. After the third one, an explosion will be triggered by the asura gate and the golem will start to malfunction.

The gate attendant will ask the player character to fix it while he logs travellers manually. The golem gains a defiance bar and alternates between three effects. Using the correct skill to counter the current effect damages its defiance bar slightly and when the bar is depleted the golem is fixed. If the player uses the wrong skill three times the gate attendant will fix the golem himself, which is the quickest way to proceed as failing only means you don't earn the achievement.

After a conversation with Taimi, the special action key will pop up so that you can find 3 bugs hidden throughout the garden. The tooltip for the skill explains how it works, but the redder the bar and the more times it blinks, the closer you are to the area. The bugs are always in the same location and a star will appear as you get close. Checking the area triggers a fight with an air elemental. After finding all three bugs, return to Jennah and wait until she reaches the Ministry Hall.

After the attack, kill all the aggressive ministers in the hall, plus the jade construct. You will then need to set up two protection walls on the ramps up, achieved by killing the Ministry mesmer porting in White Mantle members. After the two side protections are up, head to the throne room. Wait for Estelle to finish talking, then kill her.

As soon as the White Mantle start attacking, there will be several defeated Ministry Guard and Shining Blade NPCs in the area. Revive any 5 of them for the achievement.

As soon as the White Mantle start attacking, find four small groups of "Noble Hostages" and kill all the White Mantle nearby to rescue them.

Find Queen Jennah's escaped cat, Shadow. Found Shadow Arenanet Points.png

Shadow tends to be found in the center area when the fighting starts. To locate her more easily, she can be located and interacted with for the achievement after defeating Minister Estelle, and should be located in the same central area.

Taimi: (YAWN!) I'm here, Commander. Whoa, must have nodded off there for a second...
<Character name>: I'm headed to Divinity's Reach to meet the Queen, but... Have you heard from Braham?
Taimi: No, sorry. Rox got word through, though. Apparently she talked SOME sense into him. He formed an... exploratory committee, let's say.
Taimi: They're making their way up to Jormag as we speak, to see what kind of damage they can do before mobilizing a larger force.
Taimi: I'm worried about him, Commander. He's calling this group Destiny's Edge.
<Character name>: I don't suppose Rytlock or Caithe had any say in that?
Taimi: No... I don't... I don't want to lose him to Jormag. And if we're right about its weakness, he won't stand a chance.
<Character name>: How are we doing on that front?
Taimi: I have an idea—a great idea. Brilliant, really.
Taimi: But I need to complete the experiment with the samples, then reach out to some contacts to see if I can get what I need for the aforementioned BRILLIANT idea.

Queen Jennah: There you are: the illustrious leader of Dragon's Watch. Welcome.
<Character name>: I appreciate the sentiment, Your Majesty. But I feel like I haven't been much of a leader lately.
<Character name>: I don't know how you do it.
<Character name>: You have a whole kingdom to worry about while I can't even manage to keep a handful of people driving toward one purpose.
Queen Jennah: It's a trying task, but to be honest, sometimes I envy what must be the simplicity of your life.
Queen Jennah: This place is all politics and subtext. Do a thing one person likes and three hate you for it.
Queen Jennah: It can get very complicated. You? You just relentlessly smash things until they're no longer at odds with you.
Queen Jennah: I wish it were like that around here sometimes.
<Character name>: (Laughs) Well, what can I smash for you today?
Queen Jennah: I believe a White Mantle attack is imminent and must take certain actions, here in Divinity's Reach, to ensure its safety.
<Character name>: The fact that you're not really describing these actions makes me think they might be a little unorthodox.
Queen Jennah: What do you think of this garden, Commander?

Queen Jennah: Isn't it? And to preserve such a marvel requires constant maintenance.
Queen Jennah: Sometimes weeds creep in...and sometimes you must eradicate them lest your garden become unkempt.

Queen Jennah: I've called the ministers here under the auspices of a reassuring gathering, but I really need to deliver what some will consider shocking news.
Queen Jennah: Your presence here will go a long way to ease minds, so please, mingle...and also...keep an eye out.
Queen Jennah: Any evidence of White Mantle meddlings you find would only support my actions.
<Character name>: I'll do some digging. And, Your Majesty, you missed a weed there.
Queen Jennah: That looks like one, but it's actually the Krytan Spiderwort. It'll bloom soon, and its petals give you the most luscious dyes.

Fixing the golem:

<Character name>: This is an odd method of repair.
Gate Attendant: He can be a bit finicky, but the fix-it interface, or "fixterface," I've created should make it clear what he needs in order to be fixed.
Gate Attendant: Do you think that'll catch on? I was also toying with combing display and repair into "disrepair"— Oh. My. Never said that aloud...

Queen Jennah: Ministers and members of the royal court, for years we've had a fester inside the kingdom, a creeping undertow that sucked some of our friends and family into its darkness.
Queen Jennah: Now, with Confessor Caudecus at the White Mantle's helm, this seething conflict will soon come to a head.

At Queen Jennah's behest, I joined her in the Upper City for a gathering of the Ministry. Her Majesty delivered a stirring speech before she was suddenly interrupted by a surprise attack by the White Mantle, prompting many of the ministers to reveal their traitorous intentions. Our attention now turns to Lake Doric, presently under siege by the White Mantle.
