The settlers were charr and norn refugees displaced during the Molten Alliance attacks throughout Diessa Plateau and Wayfarer Foothills in early 1326 AE. Eventually, the refugee camps in Hoelbrak and the Black Citadel began to overflow, forcing some refugees to make camp in Lion's Arch. Of these refugees, many were desperate and convinced into signing contracts with the Consortium that ensured they had new homes on Southsun Cove, becoming settlers on the island.

Once the conflict against the Molten Alliance was over and their original homes now hospitable again, the settlers found out that the contracts made them legally obligated to remain at the island despite any danger to themselves. This led to many settlers instigating riots and openly revolting against the Consortium. Some of these were further tricked by Canach, who was now working against the Consortium to free the settlers as revenge against them for hiring mercenaries to hunt him down. Canach and some refugees began using a Fervid Censer to spread pollen that induced crazed behavior on the local wildlife in an attempt to destroy the contracts on the island. Inspector Ellen Kiel intervened, arresting Canach and later destroying the records herself without causing any more collateral damage. After the incident, most settlers left back to the mainland.

Some settlers, however, didn't mind living on the island and some even saw the karka and other wildlife as an enjoyable challenge. As such, they remained on Southsun Cove.
