Minister Tao was the former Minister of Air and a high-ranking member of the Am Fah.[1]

Biography[edit]

Early years[edit]

At some point, Tao was promoted to be the Minister of Air, receiving the celestial blessing to extend her life and claiming dominion over the winds and all trade relying upon the winds, whether the traders traveled across land or sea. Tao accepted bribes from ship captains, allowing those with valuable cargo to receive docking permits. She had a notable rivalry with the Minister of Water, Nai, over who controlled the harbors of Old Kaineng.[1][2]

Guild Wars Factions[edit]

In 1582 CC (1072 AE), Minister Tao encountered the Hero of Cantha in Raisu Pavilion, where she told them that she was busy with determining the current wind conditions. However, her argument began to fall apart as she failed to justify her ministry's existence.[3] Following the Hero defeating Shiro Tagachi, the Betrayer, Tao attempted to claim to her fellow ministers that they were acting on orders from the Ministry of Wind as per paragraph 12 of subsection D on form 427K, only for a group of peasants to declare angrily that the Ministry had done nothing to oppose Shiro and without the Hero's help, they would all be dead. Minister Zal then commanded the group of ministers to applaud the Hero's actions.[4]

Interim years[edit]

In the years following the destruction of Kaineng City in the Zhaitan Disaster, Tao was revealed to be a high-ranking member of the criminal Am Fah gang. She was arrested by Empress Haebaragi following the Undercity Massacre. While in prison, Tao suddenly died of unknown causes, though medical reports declared that she appeared to be "drained of all life" and that her blood had been "replaced by sand".[1]

Legacy[edit]

Tao's support of the Am Fah came close to destroying the Jade Brotherhood, and so they attempted to wipe out her descendants. Even following the dissolution of the original Brotherhood, their successors, founded by Park Chul-Moo, continued to attempt to attack Tao's descendants, including the renowned wrestler Suyin. Suyin enlisted the help of the Pact Commander to attempt to retaliate against the new Jade Brotherhood by stopping their operations around eastern Kaineng in 1845 CC (1335 AE).[5]
