Lieutenant Wintour is a Ebon Vanguard soldier stationed at the Ebonhawke Delegation.

- The cease-fire with the charr has been good for Ebonhawke, but getting the Vanguard and the Legions to work together is a struggle. Our soldiers need to learn what's at stake here, and quickly.
What's at stake here?
- My men think I'm being overdramatic, but if we don't rally against the dragons, every race is going to fall.
If charr and humans can put aside centuries of war and work together, then Tyria will unite to slay the dragons.
