Council Guard armor is the heavy set of Caudecus's Manor armor. It can be purchased from any Dungeon Merchant using Seals of Beetletun, a token obtained while completing Caudecus's Manor explorable mode. They can also be earned by completing the Caudecus's Manor Dungeon PvP and WvW Reward Tracks. The entire set is level 80 exotic, and comes in three different prefixes.

- Rabid armor may be salvaged for a chance (depending on salvage kit) to receive a Rabid Intricate Gossamer Insignia.
- Shaman's armor may be salvaged for a chance (depending on salvage kit) to receive a Shaman's Intricate Gossamer Insignia.
- Despite this being a "Council" or "Ministry Guard" set, this armor is used throughout the Seraph forces in Kryta and elsewhere by Captains and Commanders of the Seraph forces.
