The Blasted Moors is an area in the central regions of the Diessa Plateau. In the north-westernmost corner of the area you can find the Grendich Ruins. A little bit north of the Blasted Moors Waypoint there seems to be another point of interest as well as a skill challenge. However these are actually located in the Old Grendich Aqueduct which can be accessed through an underground passage in the aforementioned Grendich Ruins, or from Blackblade Lake to the north-east. Just south of the waypoint you will find the Moorwatch Tower point of interest, as well as a skill challenge and a vista.

The only way to access the vista is to run south-east, where you will stumble upon Mad Mardine and his cattlepult. Walk up to the front of the cattlepult and interact with it, and you will find yourself on top of the tower. If he's using it to launch cows, wait until he's finished first.
