Acquisition

Found in a Runeforger's Chest. In order to reach it you need to use a sand portal located inside a huge vessel at Discarded Vessels in Transcendent Bay. You need to climb a water platform to reach the sand portal, therefore the skimmer Ride The Wind and jackal Shifting Sands masteries are needed to get this item.

Trivia

• It is technically possible to reach the platform without Ride the Wind by hovering the skimmer against the platform edge and carefully timing your dismount. Aiming for one of the platform's corners rather than an edge makes the landing easier.
