This Merchant is a vendor in Eye of the North who sells Recipes and exchanges materials for Exalted Support Marks.

The recipes can only be purchased after training the Blade of Prophecy mastery and having unlocked the corresponding Dragon Slayer weapon skin.
The Auric weapon skins are only visible if the account has not already unlocked the weapon already.
