Lieutenant Groban is a member of the Seraph found running the Seraph Headquarters and receiving reports of crimes from people. He also conducts hearings for commoners within the Seraph cells[1] and carries a heavy set of keys for locking cells, handcuffs, manacles, iron leggings, etc. He is described as a heavyset man, and perhaps ill-made to wear the Seraph armor.[2]
Groban appears to have a disdain for deserters, and believes that a crime is a crime regardless of where and within whose jurisdiction it was committed. He, for some reason, is aware of the Durmand Priory's book-lending policy (nonexistent).
Groban conducts hearings with the aid of an unnamed clerk, who takes notes and provides documents for Groban's use.

- Greetings. What brings you to Seraph HQ today? If you're reporting a crime, I'll need to get some paperwork from upstairs first.
- What do you do here?
- I serve the city, like all the Seraph. Lately, that means mopping up or trying to prevent centaur trouble. We also help refugees who've lost their homes relocate to the city.
- Is there much crime in the city?
- In my experience, you can't have this many people in one place without crime. We have our fair share, but most of our citizens are good folk.

- We Seraph try to protect this city. Lately that means handling centaur attacks. We also help relocate refugees to the city. And the criminal elements keep us on our toes.
