The event chain starts with collecting harpy glands for Wark, using a rifle found nearby. You then go back to his camp where an infatuated harpy comes and grabs him. You then have to kill the infatuated harpy and follow him back to camp, where he turns into a vendor. Make sure you buy extra just in case you miss the first time.
