Frozen is an effect granted by reaching 20 stacks of 
Freezing Cold. Sources of this effect include:
- During the Storms of Winter meta event in Bjora Marches
- Applied by Fraenir of Jormag during Weekly Strike Mission: Fraenir of Jormag
- Applied by the Frost Legion Shaman during Strike Mission: Cold War
It spawns an Ice Shard, trapping you, dealing damage over time, and replacing your skills with Struggle to Escape.
In Drizzlewood Coast and the One Charr, One Dragon, One Champion instance, it signals that the affected creature is trapped in an untargetable ice shard.
