Nori Mahat is a shapeshifted Djinn in the Village of Purity found sitting in a tent slightly west of Kisha Odili. He is involved in the Jackal Reconnaissance achievement; find Awakened Intel for him in exchange for a Bonestrand Jackal Treat.

There's a small outpost at the edge of the Scourgeway, just beyond the mountain path. The lieutenants seem to be the caretakers of their intel.
