Garden of the Celestials is a garden located in the Ministry Ward. It is located at the top Ministry Headquarters.
Getting there[edit]
From 
Ministry Ward Waypoint, go a little north, then east, then south up three sets of stairs; then on your right are some zig-zag stairs, then at the top of those, go east accross arched bridge.
