These creatures are discussed during the Siren's Landing Let's Play by Alina Chadwick. In the same stream, Nick Hernandez mentions their use as a way to make events more challenging and feel fresh by giving them a percent chance to spawn, so that sometimes the event has them, and sometimes not.
