There's a gathering of the well-to-do, rising stars I believe, most likely in the gardens just outside the monastery. Look for a party, or a festival—somewhere with a good view.

My sources tell me they're gathering at an old tengu ruin, though I'm not sure where. The Sensali there are gathered on a pilgrimage of some sort, I believe. Try following them?
