Historian Symon is a dungeon merchant at Fort Marriner in Memory of Old Lion's Arch who exchange unique armor and weapons from the Ascalonian Catacombs dungeon. Before could have been found at Postern Ward in Lion's Arch exchanging unique armor and weapons from the Ascalonian Catacombs dungeon for Ascalonian Tear tokens.
