Surly Locals are Order of Whispers agents in disguise who controls access to the safe house at the Order of Whispers Headquarters, which contains a portal to the Chantry of Secrets.

- Yeah. Until the councilors figure out we can hear every word they say, we're recording them...for posterity. You ready to go through to headquarters?

- If an Order of Whispers member then you may alternatively enter the safe house by interacting with the left-most bookshelf.
- Safe house is an unmarked, but persistent location at Order of Whispers Headquarters, not an instance.
