Normally, a 20-slot bag will cost 10-12 gold. This may seem unobtainable for a lower level player. However, there are less expensive ways to obtain 20-Slot bags.
You may get a 20-Slot Uncanny Jar for a few hundred Karma and doing a few easy events by completing the Uncanny Canner collection. However, you will need to be Level-55, above or in a strong party since one required location is in Sparkfly Fen (55-65).
If you love (or want to learn to love) doing Fractals of the Mists, you may purchase three different types of 20-Slot bag from BUY-4373 for 150 
each. Any level character may attempt Fractals of the Mists since all characters are adjusted to level 80.

- 20 Slot Fractal Uncommon Equipment Box
It may be just as expensive and you should be level 80 before obtaining a 20-Slot Bandit Coin Purse by completing the Bandit Weapons Specialist collection after unlock using a Bandit Combat Journal.
