Rosshelpa is a quaggan from Kahloipoi Village found on the southern shore of Whisper Bay in the Blighted Arch. She is there meeting with Crusader Corvinus and Crusader Sofia Jarresdottir, members of the Pact, to collect Pact rations to feed quaggan refugees on their way through Orr to safer waters in the north.

Quaggans came from Kahloipoi while escaping to the north. But all the kep and fishes here are no good to eat. Quaggan is worried and came here to get help.

Then why do you stay here?

Quaggans only stay to help other quaggans swim north, untill[sic] all are free from the dangers in the deep water. They swim to safe places on the north shores.

So how do you get food?

This many-race Pact that came here to fight brings us food in boxes. Tastes like fish from a box, but very convenient. Quaggans are grateful for it.

Why can't you eat the food here?

Boo, you're making fun of quaggan. Starving is better than eating undead things. Blecch.
