Nobody runs it. It just exist. There aren't any rules. Each sparring pair decides its own limits.

Soldiers come out here to spar. It's a way of keeping your abilities sharp, for one, but it's also plain ol' fun.

Don't worry. We rarely see "to the death", although it has happened. Usually, it's "to first blood", or "first on the ground".
