Mist-Hardened Lockbox Keys can be purchased from Dugan in WvW maps.— In-game description
Mist-Hardened Lockboxes can drop from champions and legendary foes in World versus World and from daily and weekly WvW boxes. They are opened with a Mist-Hardened Lockbox Key.
