Issue Challenge is a special action skill granted by interacting with one of two runes at the Besieged Ruins and gaining the Exile's Embrace effect.

Using this skill will give the player the Fixated effect and they will begin accruing stacks of Necrosis. The only way to lose the Fixated effect is if the other player uses Issue Challenge.
