Investigation of foreign pirate activity has thus far encompassed Shing Jea Island. We're unable to ascertain the location of their hideout, but concerned citizens have reported sightings of suspicious markings. The common description seems to be a cog or skull with a sword in the foreground.

This may be some form of communication for the criminals of this organization; sketches of these markings have been sent to the Ministry of Intelligence for analysis.
