Quaggan thinks the other quaggans are just being cowards. Pirates take what they want and don't let anyone push them around.

That's a terribly selfish way to think!

Quaggans must be selfish if quaggans want to survive. The world has gotten more dangerous. If you aren't willing to take what you need, you'll die.

There are better ways.

They also are horrible murderers.
