The Cantle of Sun is one of four items required to unlock Dierdre's chest in the Hidden Garden jumping puzzle in Dierdre's Steps. It is obtained from the Cluster of Light, which is located at the very top of the high tree in the center of the garden where Dierdre herself is sitting. Make your way up to the chest, and head to the right. There will be a path of mushrooms and roots that you can climb. Be warned, if you fall once you start climbing mushrooms you will die unless you can land in the small pond below.
There's another pair of diving goggles on the high mushroom, which you can use to jump down into the small pond below for the Dive Master achievement.
