Minister Nguyen is a Guild Hall Explorer offering an expedition into the Isle of Reflection to claim a guild hall. He is a member of the Ministry of Urban Planning.

Ah, directions, of course! You're familiar with the monastery? Begin there, then travel eastward. As you make your way toward the Eastern Wilds, you'll come across a quaint fishing hamlet. Simply ask for the boat to the Isle of Reflection. Easy as that. Bian will be waiting for you once you arrive.

Minister Nguyen. Urban Planning. If I may have moment of your time? The MUP's scouting an island off Shing Jea's coast. The Isle of Reflection. Dare I say it'd make a great spot for a guild hall?

It's a small isle off the coast of Shing Jea. Much of it is abandoned, but what remains of Balthazar's arena is still there. The natural scenery is beautiful—waterfalls, shores, picturesque hills.

Good question. Reiko Murakami, founder of the Ministry of Purity, was killed on the island, so people tend to avoid it. Perhaps it's a convenient place for squatters to use for that reason.

Easy! The Initiative's proprietors all have different specialties. They'll each take a hand in restoring the buildings around here. For example, Gamli can help restore the tavern.

The first upgrade a proprietor offers is a building upgrade. Purchasing that upgrade will start the building process and unlock other upgrades from that proprietor.
