Minister Nguyen is a Guild Hall Explorer offering an expedition into the Isle of Reflection to claim a guild hall. He is a member of the Ministry of Urban Planning.

- Ah, directions, of course! You're familiar with the monastery? Begin there, then travel eastward. As you make your way toward the Eastern Wilds, you'll come across a quaint fishing hamlet. Simply ask for the boat to the Isle of Reflection. Easy as that. Bian will be waiting for you once you arrive.

- It's a small isle off the coast of Shing Jea. Much of it is abandoned, but what remains of Balthazar's arena is still there. The natural scenery is beautiful—waterfalls, shores, picturesque hills.

- Good question. Reiko Murakami, founder of the Ministry of Purity, was killed on the island, so people tend to avoid it. Perhaps it's a convenient place for squatters to use for that reason.

- How do I restore a building?
- The first upgrade a proprietor offers is a building upgrade. Purchasing that upgrade will start the building process and unlock other upgrades from that proprietor.
