The link for this one takes you to the final event in the Outpost chain. You can get the the achievement at 3 different points in the chain. Dive Master: Verdant Brink

Diving Goggles can be found above Stonetwist Paths.
By using nearby airlifts or flying from Mellaggan's Valor Waypoint it can be reached.
You have to jump down the chute, and land in the deepest portion of water located in the Shaded Spring located by Pact Encampment Waypoint.
