As far as I can see, it is just an alternate skin with specs similar to what I believe is received as a personal story reward around level 33. I'd be great if you could Use it to re-read the stories that were told by the ghosts. I'd also really love it if it was Account Bound instead of Soulbound. I've been focusing on one profession, so most of my characters would have needed significant assistance to complete even the Act 1 ghost hunts... much less the Act 2 ghost hunts. Now I have a char with the Complete Edition and a Mad Memoires that she doesn't want and no one else can use. Adeira Tasharo 04:12, 3 November 2012 (UTC)

Bugged in recent update?

I usually wear this in the JP Weyandt's Revenge, but I've noticed in the last week or so, that the backpack while it does still have flaming animation does not lit up an area around the wear --BramStoker (talk, contribs) 21:44, 12 August 2013 (UTC)

There was talk two years ago about making a new collection/event chain to gain these skins, but last year passed without seeing them return. SarielV 19:59, 31 January 2017 (UTC)
