Go to http://gw2timer.com/ , switch on the dynamic events under the eye symbol, and zoom in on Straits of Devastation. You can see that his event is marked as being North-east-east of the Vesper Bell Waypoint (southeast of the Stygian Deeps).

Having a closer look at the coordinates, it seems that this event probably starts in the Terzetto Bay and heads west (guesswork here) into the Straits of Sacrilege. I've added Terzetto Bay to the main location section. -Chieftain Alex 10:53, 24 September 2016 (UTC)

He sits at the entrance to The Long Way Around. Go there and wait next to the Priory lady there, he'll eventually spawn. Think it's a 10 minute timer? Konig (talk) 15:11, 24 September 2016 (UTC)
