Prey is an effect applied to players by the Legendary Brazen Gladiator in the Chaos Isles Fractal and the Elite Brazen Gladiator in the Shattered Observatory Fractal. The gladiator will target the furthest player and continue chasing them until he is close enough to use an attack. The effect is also indicated by a target reticule appearing over the player he is focused on.
