This chest can be found at the end of Retrospective Runaround jumping puzzle. To interact with this chest you first need to acquire all 9  Milestones as well as all 3 Skritt Key Fragments found in Suspicious Rubbles nearby. A message "You're missing at least one milestone." will show up if not all 9 milestones were acquired before trying to open the chest. After these requirements this chest will spawn Defeat the legendary skritt burglar to claim your reward (80). Second interaction with the chest, right after finishing this event, will consume these keys and give you the reward.
