The Chest of Vasburg Riches can be found at the end of the Vasburg Armory mini-dungeon. It can be opened only after unlocking the Amber Key and Jade Key with the respective runestones.

• It can only be opened once a day per account.
• Drop research can be found here.
• The name of the chest doesn't show up unless targeted while in a party.
• To open the chest you do not just have to have both runestones in your inventory but to use them with the pedestals on each side of the chest despite the "error message" just hinting on that you need both runestones and not that both of them actually need to be used first.
