My guess would be the leader of the Inquest. His appearance fits the bill (inb4 profiling), and High Inquisitor sounds pretty high-ranking. Previously, the highest-ranked member we've seen is Kudu. Of course, we never see Maut in-game (yet).

This mini was in the game during the BWE's and removed at launch, but later the item Conundrum of Maut was added, and this item was put back as one of the set 2 minis. So I guess he's canon again now. The fact that he has an ascended trinket named after him suggests he is of some significance. --Santax (talk · contribs) 09:26, 2 March 2014 (UTC)
