The Crown Pavilion

I'm not able to find this enemy in The Crown Pavilion. At least now all enemies seem to be at least Veteran rank. There is a Veteran Covington Pirate but no Thug. —Kvothe (talk) 12:09, 29 August 2020 (UTC)

They are not "constant" npcs there, but they spawn when fighting other pirates. ~SimeTalk 14:14, 29 August 2020 (UTC)
