“Gained by defeating Kryptis Turrets with your skyscale's fireball.
You will have sufficient data at 20 stacks.— In-game description
Skyscale Combat Data is an effect for a part of the achievement A New Look.
Kryptis Turrets spawn frequently for the event 
Destroy the Kryptis turrets (80) southeast of 
Defensive Operations Camp — in the Bastion of Strength.
This effect remains even if you leave the area or switch instances but will only be visible in Skywatch Archipelago and Amnytas.
Note that the counter may seem to get stuck after changing maps even when the achievement step is actually completed.
