“Terksli will randomly select from all of the shiny foil candy wrappers collected from players over the event's two weeks.
One wrapper will be selected for each item in Terksli's box, and that item will be mailed to the player who submitted the chosen wrapper.
The chances of receiving an item will depend on the number of shiny foil candy wrappers submitted.— In-game description
Shiny Foil Candy Wrapper Contribution were a fake trophy displayed in the vendor UI for the Halloween 2014 raffle. Hovering the cursor over its icon will display the above tooltip, explaining the raffle's mechanics. Players had to submit Shiny Foil Candy Wrappers to Collector Terksli in order to enter the raffle with each Wrapper counting as one entry. After a two week period had passed, Terksli picked out randomized entries and will grant each submitter of those entries one item from his prize list. Players who submitted wrappers early in the fortnight would not have increased odds of winning.
