Lab Alpha-13 Blackout is an effect applied after using the portal after the completion of the Stop the flow of Inquest data to thwart their operation event at the hexagon facility on the southeast coast of Rata Primus. It allows player to open the Inquest Chest at the southeast corner of inner Rata Primus.
