Hallucinating is an effect applied to an Ogre Hunter who can be found on a large, rusted pipe right above the Lifeblood Waterhole in the Lifeblood Ravine area in the Desert Highlands. The ambient dialogue of the NPCs there suggests that this effect has been applied to the Ogre Hunter by his tame Pet Iboga.
