Pre-Escape from Lion's Arch
A city founded by pirates is bound to have smugglers, but it's gotten so out of hand, a charr could have his tail stolen right out from under him.

It's the Lionguard's lack of concern. They're obligated to stop the offenders, but past that, they're useless. The little they do is only because they can't profit from the smuggling.

What about them? You might spot a few around here, but their business is with the dragons.
